The Essential Services Commission (ESC) Victoria recently consulted on a Draft Decision on changes to the Compliance and Performance Reporting Guideline (draft decision). A final decision is expected mid November 2019.

The draft decision includes a number of substantial changes recommended by the ESC, with a proposed implementation date of 1 January 2020.

In our submission we strongly encourage the ESC to work with industry to ensure that there is sufficient time to implement new requirements properly. We also outline several matters relating to specific compliance and performance indicators.
