AGL made a submission to the AEMC's Integrating Energy Storage systems into the NEM consultation which considers a rule change proposal by AEMO to include two new participant categories in the NER to address issues AEMO has identified with how grid scale batteries, aggregation of smaller batteries, and new business models like hybrid facilities register and participate in the NEM.
AGL has not experienced significant issues with AEMO's current interim arrangements to justify a new participant category, however supports greater efficiency in the rules to increase the flexibility that participants have to operate their assets.
AGL suggests the AEMC consider if there are complementary changes that could be made to the existing regulatory framework, for example broadening the scope of existing categories to better allow for flexibility in the way grid scale storage registers.
