AGL recently responded to the AEMC’s rule change proposal for the Bill Contents and billing requirements rule change request from Minister Angus Taylor. The rule change proposal sought to simplify energy bills and the Minister proposed that rule 25 in the NERR be replaced by a mandatory guideline designed by the AER.
AGL supported the proponent’s proposal that rather than specifying the minimum information that retailers must include in bills, the rules should contain objective and outcome-based principles for billing. However, AGL does not support the need for a new AER Guideline to address the content of a bill or to specify the method of delivery of a bill to customers. AGL believes retailers are in the best position to and have already begun the transition of instigating billing reform based on customer’s requirements.
