AGL’s submission on the proposed amendments to South Australia’s Emergency Management Act 2004 (EM Act)

AGL recently responded to the South Australian government’s draft Emergency Management (Electricity Supply Emergencies) Amendment Bill 2020 (Draft Bill) which proposed changes to the EM Act. Whilst AGL understands the proposed amendments seek to ensure a streamlined emergency response process is in place if an electricity supply emergency is declared, our submission sought clarity on the circumstances which warrant an electricity supply emergency to be declared; recommended alignment of the proposed definition of ‘market participants’ to its commonly understood term in the NEM; requested guidance on the notification and direction process in the event of an electricity supply emergency; and, suggested further review and amendment of the broad powers to direct under the Draft Bill.
