AGL responds to EPWA's consultation on low level demand management in the SWIS

EPWA is proposing a DPV Management model to address extreme low load issues facing the Southwest Interconnected System as a result of residential solar export.  Whilst this proposal is framed as an emergency short term measure, with the continuing rapid adoption of solar PV in WA and without other mechanisms available, this capability may be required more than initially thought. As the proposed DPV Management does not include any payment to the customer, AGL considers it important that other competitive market-based solutions are developed to ensure consumers can access the potential value streams from their DER assets.  We expand on this and other policy considerations in our response.
